Dear Mike:
First, thank you for taking the time this weekend to talk about my concerns relative to the Clarksburg Development District situation. Your concern for the wellbeing of your district is appreciated, as is your commitment to ensuring appropriate action by Council in the matters.
As discussed, we have grave reservations about any internal investigation including team members who have played a role in the creation of Clarksburg Development Districts. It is unreasonable to expect any such team members to investigate themselves or their prior work. This is not to imply wrongdoing. There is simply no way that the conclusions of such an investigation would engender public confidence.
Also as discussed, we believe it is incumbent upon you as our representative to understand how the decision to initiate an internal investigation came about. As promised, I am attaching a number of questions CTCAC believes would be appropriate for answer by the entire Council. I hope these will be raised at the meeting tomorrow.
In that Marc Elrich has met with CTCAC members and expressed concern about the Development District implementation, I am forwarding this letter to him as a courtesy.
